What the name means...

for example:
TOR.PHI.052801.1750.txt

"TOR, ---" indicates type of advisory. TOR=Tornado Warning. 
SMW=Special Marine Warning. LSR=Local Storm Report. FFW=Flash
Flood Warning. SVR or Severe thunderstorm warnings have no 
three letters in the beginning.

"PHI, ---" indicates issuing office. PHI/PHL=Philadelphia or
Mount Holly, N.J. CTP=State College. BGM=Binghamton.

"052801.1750, ------.----" is in MMDDYY.HHMM format. First two 
digits indicate month. Second two digits indicate day of the
month. Third two digits indicate last two digits of year. After
the period (.), first two digits represent hour of the day (in
24-hour format). Second two digits indicate minute of the hour.
